Course Description:

 

This course is designed to introduce the student to the many fields that encompass Public Administration today. We will examine the history of American Constitutionalism, Public Budgeting, Policy Analysis, Intergovernmental Relations, Public Personnel Policy, as well as Planning and evaluation.

 

 

Course Objectives:

 

At the end of this course, the student should be familiar with the following:

 

  1. The Dynamics of Federalism.
  2. The processes of federal/state relations.
  3. Executive and Congressional input into the budgetary process.
  4. Fundamental methods of policy analysis and evaluation.
  5. The differences between public and private personnel law and policy.

 

 

 

Course Description and Policy:

 

This course will be designed on a weekend format. The grade will be determined by three factors, each weighing one-third of the total grade. There will be a mid-term on the Sunday of Weekend Two. It will consist of all readings and lectures to date. There will also be a Final Exam on the Final class session which will consist of all readings and lectures from the start of the course (with emphasis on the material given after the Mid-Term). Each of these exams will be worth one-third of your grade. The final third will be determined by your 15 page theme paper.

 

On the day of the Mid-Term, I expect to see from each student a topic proposal for a paper on any of the major topic areas contained in the book. This proposal will contain three things:

 

  1. The topic: (e.g. Intergovernmental Relations: a paper studying the ramification of   Internet Taxation on state revenues).

 

  1. The approach: (e.g. A case study of the effects of Internet Tax Moratorium Policy on the budget of the state of Georgia).

 

  1. Sample Literature Review: At this point I want to see a partial list of the books, articles, and websites you are using for documentation. (At this point, I do not expect the list to be exhaustive).

 

 

The paper is to be typed and double-spaced, with documentation and format presented in the APA format. The paper is due on the day of the Final Exam. Failure to present a paper at that time will result in an automatic 20% reduction in the grade of the paper.

 

 

Grading Policy:

 

A= 90-100; B= 80-89; C= 70-79; F=69 & below.

 

 

Reading Assignments:

 

Weekend One: Chapters 1-3.

Weekend Two: Chapter 5.

Weekend Three: 6-8

Weekend Four: No Readings.
